Suetonius is probably the best source for this, writing ~69yrs after
Caligula's assassination.

And he says it at the very end of the paragraph about Caligula's horse
Incitatus.
"and it is also said that he planned to make him consul."

Most likely it was just a myth or urban legend of the time but it could
also have been something he just said in jest or it's possibly true that
the crazy Caligula actually did plan on making his horse Consul?
Either way the horse never got either job :-).

'Suetonius caligula horse senator' gets ~700 hits in google.
