From where to where? The others are correct if you are
flying to, from or within the USA, but not necessarily in
other countries. Some will require you to remove it and scan
it separately, some have no problem if you leave it in the
bag.
Some (Indira Ghandi Airport) can give you a hard time if you
have it outside the bag as a second carry-on; although the
guy in front of me there seemed to get it through after a
discussion. No doubt a tip appeared and the rules were
probably different the next day.
And some airlines in the same airport have different rules.
The best advice I can offer is to contact the airline you
are travelling with and ask for a specific answer for the
trip you are flying on.
