Vodafone have by far the best UK PAYG tariff for foreign use, and have had for
about 3-4 years, well before the EU clamped down on foreign use charges. They
also did have the best tariff for off-peak use in the UK, but they've decide to
ditch that now for new users and jump on the crappy "any time, any network same
rip-off price" type tariff. At least existing users can keep their current
tariff.
