the criterion to use is establish if its genuine. Its not clear to
anybody here if its a scam or an error or somebody passing the buck to
avoid points. Scams can be ignored, somebody using your identity or
your vehicle identity (common nowadays) is something to follow up
promptly. In many cases a dozen more violations arrive in the post,
but that seems unlikely in this sort of case.
It should certainly be followed up with Europcar as the
idiosyncrasies in the address indicate it originates from their
computer records. They might also be willing confirm the correct
address etc for speeding fines, which would tell the OP a lot.
