I don't know what kind of card/phone you will buy/get, but all prepaid
(and also postpaid/subscribed) italian cellphone sim-cards have the same
behaviour versus 800 numbers.
The 800 numbers are OR absolutely free OR unreachable.
Never you will be charged for an 800 number on an Italian cellphone line.
The owners of the 800 numbers choose if let them to be reachable by
cellphones or not (they will pay more for calls from cellphones).
