It's a target, or an ideal. It doesn't necessarily have to be
achieved. But cramming in more second class seats and longer trains
at peak times until demand is met and surpassed is achievable. Bugger
the money that 1st class passengers provide to subsidise the 2nd class
scum, it's irrelevant. If they can afford 1st class then they can
afford a cab, or a limo, or a scheduled flight or a private jet.
If you have to stand then it simply isn't acceptable on a regular
basis. No one in the UK should have to accept it.
FFS FIX IT, it's not rocket science, it's just a bus without a
steering wheel running on steel wheels. If the bus isn't big enough
at peak times make them run more often and make the bus much longer so
it runs in the same slot.
