The website cited states right at the beginning that the ban will apply
"Dans tous les lieux fermés et couverts qui accueillent du public...",
which I read as meaning all enclosed places.

I imagine it's similar to the English ban also coming next year which
specifically does not apply to any outdoor places of work.
