In practice I guess you can (I do not know if legally only residents are
entitled, but I do not see a reason why ... after all it's like a
frequent flyer card). I say this because I applied for mine online (at
the time the predecessor "IC card" program expired, so I could get a
bonus and my points transferred to the Cartaviaggio) ... obtained a
numeric code, and printed it. They said the card would have been mailed
home, but in the meanwhile I could use the printout. Which I did. After
more than 6 months I had not received the card yet, so I sent an e-mail
to the support team. They said they'd sent it and will send a duplicate.
I received the duplicate after about 3 months !

Since I'm not eligible for this kind of fare, I know nothing about it.
In the past family discounts existed and did not require any supporting
card. But if they now do, it might be worth it, if you can use one of
the "free" cards.

I do not know, maybe if I'd start travelling for business again, I could
collect enough points.
In the past the only cases where I could exploit this sort of offers
were : once on a frequent flyer scheme (three business trips to Chile in
a year, and I got a flight from Italy to Denmark and return for two),
and at least a couple of times on the 9+1 sleeper program (when I was
living in Germany so years ago), after 9 trips in a sleeper one could
get the tenth for free.

As I understood some of the related offers (hotels, museums etc.) are
different. To me the "Relax" looked more appealing, although so far I
had no opportunity to take advantage of any of the offers.

That has replaced all former aged people discount schemes like the old
yearly "silver cards". The only one which remains are the old "permanent
silver cards". There was a time, some 20 years ago, when a person above
65 or 60 could buy a permanent silver card for a price corresponding to
two yearly ones. My mother got one and she still has it, and since it is
permanent they have to honour it. I remember once an older conductor was
showing it to an younger trainee. I believe the discount is 30% (but
that applies only to the "standard" part of the fare, not the
supplements, so it is less for IC and ES ... also she has unlimited
travel in Lombardy with the 60 eur/year "partially disabled" card she
uses to move in Milan, so we have not many opportunities to exploit it).
