I would wait for an actual news report confirming this actually, and
exactly _why_. It strikes me as very surprising. It's possible for
Americans to get a tourist visa for Libya. Many US citizens are barred
entry to EU countries too annually (as happens vice versa) but that's
nothing to do with a general policy banning them.
