I doubt there's a general problem for individual Americans in Libya.
On the other hand, *you* might have a problem leaving. See the case

(I find this "not our problem" attitude by the ECHR outrageous).
I had thought the easy way to get to Libya from Western Europe would be
by a budget flight to Malta and then by ferry, but with attitudes like
that, maybe flying to Tunisia and getting a bus would be a better bet.
