You've got 2 options to go from the airport till Brussels.
The first option is the Ryanair shuttlebus; all information about you
find it on the website of the airport.

However, the bus brings you to the Brussels southstation "Brussel
Zuid/Bruxelles Midi) and is still not the heart of Brussels.
2nd option is to take the citybus line A and then in station of
Charleroi Sud the train to Brussels (Central, which is very close of
Grand Place/Grote Markt).
For both options you must take, included transfer, waiting time,
walking time and so much 2 hours.
A really better option is using Air Lingus, which is flying to Brussels
National airport: inside the airport you find the trainstation and the
direct trip brings you in less than 15 minutes (distance is only 15 km)
to Brussels Central station (or other stations of course).
When you make the total price and time, then you better to go to
Brussels National Airport (Zaventem). BTW: this is a class 1 airport
and is never closed due to fog: Charleroi airport is in this time of
the year more than once closed due to weathercircumstances...
