This is now a standard ploy in many counties, but it's still a better option
than leaving the unemployed to rot at home watching tv (for example). Your
real concern is about the quality of the job training, rather than the ploy.

You might be surprised to know that Australia has always been a dry
continent, and it is currently in the grip of severe drought. The area of
land that can be utilised economically is far less than your simple
calculation suggests.
