Piggy blabbers, it is his style. In fact, France has most international
visitors than any other country and so is welcoming those who speak
other languages.
As I detailed, and Piggy did not, if one comes to France for an
extended period of time and has to obtain a French driver's license
there is an English language way of taking both the courses necessary
to learn the driving code and taking the driving test. Piggy was
misleading on all of this.
His declaring that "Learn the language or stay where you are." is not
welcoming. He himself is not French but a recent arrival is this country.
You can judge by his strut and aggressively that he is not French, since
they are inordinately polite as a people. Quite simply, the French will
welcome anybody who comes to visit them. If they don't speak French
"tant pis" they will try to work it out with each person.
