It might depend where you are, but at least in Manchester, I find the
state of rubbish on the streets appalling. Most cities in Europe I visit
are cleaner. It's laziness on the part of the local government, most of
whom live in tidy suburbs. Part of the problem is that a lot of people
are messy pigs, and on the rare occasion that they get fined for
littering, complain that the police ought to have better things to do.
Which is true of course, but they don't get the irony.
