Oh yes, they'll get in power, "review" the situation and decide that the

As I say, absolutely no need to lose / damage your existing passport
(which isn't actually your property [1]), and no need to say why you want
to renew early. (And there are plenty of legitimate reasons, such as
people wanting a passport without A Certain Country's visa in it so
they can visit Certain Other Countries).
[1] hence wilful damage is technically an offence.
