Not necessarily either. There are pretty many parameters which may result
this difference:

1. time (even if the paper's name is USAToday, doesn't mean that the list is
compiled today). You can see this in Finland: in the closest pump to my
house the gasoline price hiked from 125 to 132 in overnight (and the
external value of the US dollar definitely isn't the only factor setting the
retail price of gas)..

2. the average? price in the UK is differently derived from a source the
newspaper utilizes
