It was common in the USA a few years ago. However it took security
staff and created choke points leaving the baggage area. It appears to
have been abandoned lately. Mistaken luggage is an occasional but not
common event. Actual theft is uncommon because so few people leave much
of value in their baggage. My first experience with such a mistake was
50 years ago when I looked out of a departing train at my bag setting on
the platform. It took a week to recover.
