Because we spend more money on it than you do! Here is the web site of
the government funded Institute of Sport
which trains the potential
sports stars. Unlike Universities the students do not pay fees.
Similar generous funding is provided for facilities at the state and
local government level.

I don't know how this thread got into rec.travel.europe but to keep it
