It looks like a Skype imitation to me. I think it needs a computer to
initiate the call.
If you have a Skype account, there are small wifi phones preloaded
with Skype software that will work at any wifi point. This might be
useful for a traveller; it might avoid having to carry a laptop
around.
Another option might be this: get a Skype In number in your country.
Have calls to that number forwarded to your cell phone when you're not
at your computer. I do something similar. I have a US Skype In number
that my family and friends in the US can use. When I'm not on the
computer, the call is forwarded both to my home phone and to my cell
phone. I have to pay for the call at Skype Out rates, plus the phone
number costs me 5 euro a month. I'm not sure if there would be an
additional cost when the cell phone is roaming internationally.
