I only see GPS units for cars, camping/hiking and boating on their
website. Am I missing something, or can some of these also be used for
walking in cities?

As I said etrex series for instance is just fine for that purpose even if
they can be used off road as well. You can buy flash cards in which
topographic maps are stored. These are fine for hikers (you can use them in
cities too but they are not "road sensitive"). In your case a flash card in
which a European road map is stored is ideal. Etrex machines handle them as
well. And 60- and 76-series machines. They draw routes along streets to the
destination (effectively show the turning points). I don't know whether any
of these machines have a voice line but they are not necessary (and for
other than mobilists, not too practical in my opinion).
