That's pretty common in Central/Eastern Europe. I've got the same deal going
to Bucharest in a few weeks, and I've been through it in Bosnia and Croatia.
They may not accept credit cards, which is why they don't ask for a deposit.
Double check that and make sure you have enough cash on you to pay, whatever
currency they're asking for.
