Now that is a totally different question. It is up to each country to
decided. The US decided to sit on its hand being in a very isolationist
period of its' history. Many other countries also did. Switzerland made it
clear that it would be more trouble than it was worth if invaded and anyhow
it probably suited the Germans to have a neutral country close by
