No. Age is correlated with a difference in apparent rapidity or easy of
language acquisition. However, no cause and effect relationship has been
shown; it's just a correlation, and there are counterexamples.

The keys to success in language acquisition are motivation, adaptability, and
aptitude, in roughly that order. Age isn't really important. Children seem
to do better because they are highly motivated and very adaptable.
