In a year? None. But I've encountered a significant number of teachers who
meet that criterion at school. Some grew up with two languages, but others
simply had a lot of exposure and aptitude (e.g., spending part of their
adulthood abroad and having open minds). It helps if they are smart, too.

Outside the school, it's extremely rare to meet anyone who is truly bilingual
in English and French at any age in France.
