There are more in California than there used to be, too.
Years ago, the California Highway Patrol used to run random
vehicle checks, and cite vehicles that did not conform to
safety standards. (Since the proposed fine was rather high,
and you could have the citation reversed by having the
problem repaired and taking the repair receipt to a Highway
Patrol branch, the measure was quite effective.) |
