Not only the coldest month of the year (at least statistically)
but also shorter days. On the other hand, January still is low
season for most skiing resorts (at least starting the week
after New Year break)

For most lower altitude regions, snow usually will not last
for long - if you really want to enjoy snow-cowered scenery,
you better go for higher altitude winter-sports resorts .....

For non-skiers (or beginners) imho Zermatt (for the scenery,
no cars) or Engandine Valley (scenery, more activities for
non-skiers) - both valleys relatively sheltered, snow less frequent,
dryer and basically more sunshine. Bernese Oberland is
second option for Switzerland in Winter - more exposed to
dominant NW-weather fronts, so more snowfalls, less
sunshine.

Staying to long time at a skiing resort might become boring
for non-skiers or people not practicing winter sports - if
not interested in skiing or snowboarding, I would try to
arrange some trip rather than staying at one place.
Option to consider: Berne - Bernese Oberland - Zermatt
via Andermatt to St.Moritz (or the other way round).
Sorry, no first hand winter trip info on Austria

And: skiing has become easy [to learn] with modern skis
(derived mainly from snowboards). If you have a very good
sense of balance, consider trying out snowboarding.
Equipment can be rented at almost all major winter sport
resorts, schools or or teachers for private lessons also
available
