I'm not sure if that makes me feel better, but at least it's not
confined to here.

I've noticed that here too, though I know that some stuff which had been
incorrectly addressed (the organisation had my apartment number wrong)
never arrived, nor was it returned, and the people in that apartment
claimed they never got it either...

I don't think postal workers earn a lot, but they're not the lowest paid
either. I suspect very lax practise over the entire organisation. And I
gather it's not as modern as the system in other countries.
