There is nothing at all disreputable in the situation that you stated.
Sometimes a reseller has a higher rate, sometimes a lower rate. But
there is no reason that they should have the same rate (not to mention
that rates can change throughout the day) unless it is truly the same
rate in every single aspect of its legal restrictions.
Often, a hotel will reserve the best rate for its own website and that
rate may not be available elsewhere -- including the hotel's own phone
reservation center. Also, that rate may be advertised on the hotel's
website and not even available for the date shown and the only way to
confirm that the rate is available is to first give them your credit
card to charge you for the booking.
That's why I always suggest that people shop around and then lastly
check the hotel's website for comparison before making any reservation.
If the advertised rate is not available then on the hotel's website, you
have done your homework and have sought out the lowest possible
alternative (as any travel agent could do). But don't blame Expedia [or
any other reseller] just because you didn't do your homework. It just
makes you look both naive and immature.
