Well done- your googling has found out exactly what I told you- i.e.
that national origin is one of the criterion. Now, I will direct you to
google the 1976 Race Relations Act (1976) Part 1, 3a.

Read that, and then, perhaps now, you'll understand why it was perfectly
feasible why someone could be brought up on such a charge. I reckon it's
rare that someone has been charged for calling a woman an "English
bitch" but it's perfectly possible under the legislation.
