I've had this happen to me twice. Once in Mexico and once in Argentina.
Both times, I notified my bank that the debit to my account was in
error and both times they have taken care of it. (I assume they
contacted the other bank and verified that the withdrawal actually
didn't take place). Based on your experience with your bank, I would
close my account and move to another bank!
