You will pay a tax in the airport, every time you fly internally or out of
the country. You go to another window and pay the tax, and get a sticker.
May be what they are trying to say. Both times I visited Cusco and area,
was on a tour, so ticket included. First trip was with Condor Travel.
Reasonable, and only partially guided. Included airfare, room in Cusco and
Machu Pichu hotel and entry fee. You might try contacting them, or another
travel agent and see if they have special deals with the airlines.
