Resort areas are generally regarded as safe, but I would not wander on
empty beaches at night. A little common sense is probably adequate in
the resort areas. Do not drive at night. If you are very concerned
about problems, don't rent a car, use taxis. Put your valuables and
passports (or other ID) in the hotel safe unless you need them. You
might want to take copies of your passports or other ID, keep them
separate from the ID itself. I have been known to leave credit, debit,
and ATM cards in the hotel safe, but usually not in resort areas.
Certainly you don't want to leave valuables on the beach while you are
in the water.

It is not that Mexico is perfectly safe, or as safe as Canada, but
resort areas are reasonably safe. I am sure that one could be robbed in
Hawaii or Florida or anywhere else. Certainly Mexican police have a bad
reputation, but we have never had a bad experience with them in dozens
of trips all over Mexico, traveling by car, bus, taxi, and air.

Places where one might be reasonably concerned about their safety
include towns on the US border, and Mexico City. Large cities have
higher crime rates than rural areas the world over. I take safety
precautions in Mexico city that I take nowhere else. I am not aware of
specific concerns about security in the resort areas, other than beaches
at night. Tourism is a huge industry in Mexico, so there is a good
incentive to keep tourists safe and happy.

I would note that I am sometimes accused of being alarmist about
security issues, but I do think that your concerns about the resort
areas are somewhat out of line with what people experience.
