It is that way throughout Mexico. I think that it is kind of a
franchise, these people have the license to pick people up at the
airport. In Mexico City, the airport taxis are somewhat nicer than the
regular taxis. Many US cities have a similar system, in that the taxi
drivers need to check in and perhaps pay a fee to get in line to pick up
people at the airport.

For those that have not used the system, you buy a taxi ticket at the
taxi ticket window, and take it to the official airport taxi stand and
get into an airport taxi. The system is similar at airports outside of
Mexico City, although the taxis are regular taxis. The bus stations use
a similar taxi ticket system, but the taxis at the bus station are
cheaper than at the airport.

The Mexico City airport does have a hidden taxi stand, if you want to
ride the cheaper non-airport taxis. The link below explains how to find
the hidden non-airport taxi stand. This is an official taxi stand with
someone with a clipboard logging departures, so it is much safer than
getting into a random passing taxi. It is where the pilots and flight
attendants get their taxis. Given the taxi robbery problems, you need
to be careful about taxis in Mexico City.

At many Mexico airports, if you want a cheaper non-airport taxi, just
start walking out to the main road. One of the non-airport taxis will
accost you and offer to take you, after they drop off a passenger at the
terminal. A friend of mine does that every time he goes to Cozumel.
The last time I was in Mexico the regular taxi driver showed me where he
was allowed to pick me up, it was between the terminal and the main
road. So you don't need to get the more expensive airport taxi if you
do not want to.
