You know, that would have been my assumption too, but after driving many
thousands of miles in Mexico in vehicles that shout tourist--American plates
on motorhomes and clearly marked rental cars--I have yet to experience a
single harassment stop by the police or any other harassment. I've always
found that area of Mexico pleasant to drive in.
