The is a free road along side the toll road. May not be in great shape.
Been awhile since I drove the route, but the toll road was not that
expensive. We drove from San Felipe to Ensenada 20 years ago, and the road
seemed to be well marked. Not a lot of places to get off the paved road
over the mountains.
