I've never been there that time of year, but outside of Cancun and
Playa del Carmen it should be pretty laid back--busy, but laid back.

There are lots of places in the area that aren't all inclusive. Tulum
has a number of nice small hotels right on the beach. It would put you at
the entrance to the Sian Ka'an bioreserve, but other than the beach, the
bio-reserve and the ruins there's not a lot there for tourists. For
something a bit more centrally located I'd look at Akumal. Another favorite
of mine is Paamul. It's mostly an RV park but they have some nice rooms and
cabanas right on a pleasant little cove. The only time it gets noisy there
is on karaoke night.
