Peru is safe to travel, just take normal precautions (pickpocking, theft
etc, not worse then europe).
3 weeks is a bit to short for the travel plan you have in mind
Day 1. Arrive lima in the evening
Day 2. Next day travel to Huaraz
Day 3 + 4 Huaraz 2 days sighseeing region (Huaraz is not very
interesting itself) Huaraz valley is a great mountain area
You can do a trekking up to 5 days in the area, which is worthwhile
Day 5 travel to Lima
Day 6 travel to Huancayo
Day 7 travel to Ayacucho
Day 8 stay 1 day in Ayacucho
Day 9 travel to Andahualas
Day 10 travel to Abancay
The scenery between Huancayo and Cuzco is really great, not many people
do the interior route to Cuzco, but its a long busride ;)
Day 11 travel to Cuzco
Day 12 acclamitise in Cuzco + sightseeing town
Day 13 day trip to sacred places round cuzso
Day 14 Machu Piscu
Day 15 take it easy ?
Day 16 travel to puno
Day 17 Puno, Taquile etc
Day 18 fly to Arequipa or bus
Day 19 see city
Day 20 +21 Colca canon
Day 22 travel nazca etc
You have to make a choice, travel will take this long (busses are not
that fast, as in europe).
I think the interior route via Huancayo, Ayacucho to Cuzco is really
worth it, its of the route most people do (Lima, Pisco/Nazca Arequipa etc)
I would skip the North of Peru like Huaraz, due to the time you have.
Its better to go another time to North Peru, there is more to see there
apart from Huaraz
