The Dazzler Hotel is a 4 star hotel. I've seen prices for this hotel
go as low as US$25 plus 21% VAT per night (but I've never seen it that
low again), but you needed to book through a travel agency or an
Internet travel site such as Expedia.com.

The lowest advertised price that I can now find for the Dazzler Hotel
is US$35 plus 21% VAT through this Buenos Aires based agency.

For this discount price, you'll need to pay for the entire hotel stay
in advance (similar to Expedia.com). When I've used Argentina-Go's
services, I paid them for the hotel through PayPal.Com. They
charged me an extra 3%, but discounted the daily rate to US$40
inclusive of all taxes. I had concerns about paying for the hotel
room in advance, but Argentina-Go turned out to be a very reputable
agency. In fact, they helped me out on my other travel plans when I
arrived in Argentina.

In my recent research for the best hotel prices in Buenos Aires, it
seems a flat US$40 is the lowest price (if you call the hotel directly
or book through their website, the room prices are between US$50-130)
available for a four star hotel. A couple of days ago, I found
another Argentina travel agency Internet site that was offering rooms
at the 4 star Wilton Hotel for only US$40 inclusive of all taxes. I
can't recall the Internet address for that particular travel agency
site at this time.
