Tom,

The only way to go to San Rafael is by boat from Puerto Montt or from Puerto
Aisen. It's quite a bad time of the year to do that trip as the region is
known as one of the rainiest in the world even in the best summer months
(December to February).
The same is true for the far South, I only can agree with John.
If you really intend to travel Chile in September the North might be a
better choice.
