My personal suspicion is that the impression was left with the
agent that there was an expectation of being allowed on the original
flight, which really wasn't gonna happen. The agent, for a variety
of reason, probably took a very hard stance and therefor missed an
opportunity to explore other options. The agent on the phone at the
800 number gave really poor advice too, especially if that agent
was aware that the documents could be retrieved that morning.

The solution to this was so straight forward, that it is hard to
understand how 2 different folks at USAir missed it. Which is what
makes the whole story hard to understand to many folks around here.
