Be prepared for some problems in asking for a Libreta, Eric. Those are
normally issued only in the country where the vehicle is registered,
plus they are intended for use in situations where you will be
returning to the country where you started from (so that you won't
sell the vehicle in any other country).

If I understand what you want to do (starting outside of Brazil with a
non-Brazilinan registered vehicle and the staying in Brazil with the
vehicle after touring other South American Countries) you may find
that a Libreta just won't work for doing that.

The Brazilian authorities may tell you that you are really importing a
vehicle. And they may tell you that you'll have to pay the import
duties, register it there, and then get a Libreta to tour elsewhere.

I'm on my way out of town, but you might try to find a copy of Derek
Stansfield's "Driving to Heaven." I believe he has a lot of good
information on these subjects which may be of use to you.
