The hotels that I have stayed at were more expensive than the rate you are
looking for, but I can assure you that there are many hotels in Buenos Aires
where $30 will get you a very good room indeed. Unfortunately, I don't
happen to know their names. Do you know the Lonely Planet's Web site? Their
"thorn tree" has a South America branch, a forum where there are many posts
about Argentina.

About beaches: some Argentines go to Mar del Plata, but many others go
across to Uruguay, to Punta del Este. You can cross from Buenos Aires to one
of the near ports, such as Colonia (Sacramento del Colonia), then take a
bus. If you check at www.buquebus.com you will find fares and times,
including some package tours.

By the way, you may already know that you will hear "Ciao" in Argentina,
except that it is spelled chau in Spanish.
