I would not recommned Buenos Aires for studying Spanish, as the
Argentinian Spanish differs markedly in pronunciation from the rest.
Once you learn Spanish, by all means go, but NOT as a first time
learner.

Ditto for Chile who drop all their 's's at the end of words or before
k, p, etc.

The best Spanish for a foreigner I heard in Bolivia and Peru. I presum
Ecuador is the same, so I'd opt for those three.
