Funny, I almost mentioned Tigres in my original reply as one of the
positives about Monterrey!!!
But I didn't think a football team would have much bearing on someone
moving there, so I left it out.

They are definitely Norteņo in their outlook, and traditionally have
looked northwards towards Texas for inspiration more so than the DF.
It, and the state of Nuevo Leon in general, has also been a PAN
stronghold, the last gubernatorial election not withstanding of
course.
