the only place that issue carnet de passage en douanes is the Canadian
automobile association you can download the application from their website
http://www.caa.ca/e/travel/id/index.shtml
If you travel to south America you will need the carnet in Ecuador only but
will make border crossing faster in Colombia Venezuela and brazil. as an
alternative you can get a libretta de pasos por aduana from the touring y
automovil club de venezuela they will charge you about 500.00usd and will
not ask for a guarantee. Lately last march a friend drove to chili and was
not ask for anything even in Ecuador he came overland from colombia
