I visited Maracaibo a few times during the early 90's. While it was not the
safest city I never had a probem eventhough I stayed out very late. I even
caught a taxi in the wee
hours of the morning without any problems.

There's really nothing to see or do there. I thought the maracuchos were a
lot happier people than Caraquenos. But really, skip it.
