Well, there wasn't one in 2001 when I was there. There was a series of
barracas at the end of the beach and a set of hotels stretching on from
there.
You have to remember this: you need a car in Natal. Ponta Negra is
12-15km away from the city limits and is connected with a slow bus
service. There is a motorway connecting the two (Natal city and Ponta
Negra) with most of the restaurants either in Natal proper or spread
along the motorway. It's fine during the day, but not much is happening
during the night. As I didn't have a car, I moved away from Ponta Negra
to Natal proper (Praia dos Artistas) where there *is* a promenade and
you can walk to restaurants/bars etc at night.
