I agree that it is nonsense, but it is happening in a lot of places. I had
transponder for the toll highway here. It saved me the $1 billing fee for
each use of the electronic toll road, but there was a $2 per month billing
fee. Since I only used the road once every few months it was cheaper to
pay only for the times I used it.
