Within San Francisco you don't want a car. You'll pay for parking at the
hotel, and most everywhere else you go. Buy a Muni passport, or weekly pass.
http://www.sfmuni.com/fares/fareinfo.htm#passports and
http://www.sfmuni.com/fares/fareinfo.htm#weekly . The weekly pass is
cheaper, but you have to pay $1 to use the cable car. Also look at the $40
City Pass,

, but note that the California Academy of Sciences & Steinhart Aquarium is
closed, but it's still a good deal if you're going to do at least three of
the things on the pass. If you're a Costco member (or know someone who can
order it for you), you can order a City Pass for only $35, versus the normal
$40, see:

However, when it's time to visit places outside the city, a car is better.
If you're going to Marin (Muir Woods, Point Reyes, Mount Tam), the San Mateo
coast (Ana Nuevo), Napa Valley, etc., then you'll want a car (though on the
weekends you can get to these places by bus (except Point Reyes I believe)).
Most people just rent a car for a couple of days at the beginning or end of
their stay, in order to visit the outlying places, without the burden and
expense of a car for the time in the city. You can take BART to the airport
and pick up a car, or get one at an in-town rental agency for a bit more
money.
