I've rented several times in western states where the local franchisee
of a big rental company (Hertz, Avis) has a clause in the contract
allowing travel only to the state (Montana) and selected neighboring
states. I'm guessing it might have to do with them trying to limit the
"unlimited" miles that they allow. Many folks fly into a state and
then embark on a wide-ranging road trip throughout the west.
